Sometimes Unity panel is not showing up until next login

Bug Description

See screencast; sometimes Unity panel is not showing up when there's a window maximized. Notice Nautilus launched in background and no panel when I maximize Firefox.

Panel opened for the last time because of pressed "Super (Windows)" key.

Found one clue: this started to happen after opening Remmina fullscreen RDP window.
