If connected to the wireless while on the timezone page, ubiquity should detect the timezone location

Bug Description

We've added the ability for plugins to receive notification of when the internet connectivity state changes. The timezone page should take advantage of this and go back through the timezone autodetection (geoip) if an Internet connection becomes available.
