Bug Description

Now Zorba downloads the referred schema if they have http uri. I think there should be a way to disable the automatic download, and just search for the file in a list of include dirs.
This is for better control of the code and better debugging.

I do think it's a good idea. We may need to do something like this to make FOTS execute in a reasonable length of time, as well.

It's currently possible (or at least is supposed to be) via the C++ API by registering a URI mapper that maps http://www.zorba-xquery.com/modules/http-client to URIMapper::DENY_ACCESS, so it shouldn't be too hard to implement.
