As suggested by Andrew Eisenberg we should report the tests as passing and add a note to W3C bug#11400.

If Benjamin Nguyen (that is currently in charge of both XQTS and XQUTS) decides that the results are not acceptable we will revisit this issue.

Added a new exception in the script that generates the results for the W3C in r9659.
