Bug Description
Fedora packaging guideslines request that all upstream tarballs include their respective license text files. As such, please include the Apache 2.0 LICENSE file in the keystone source tree and tarballs.

So, I'm not quite sure what you're suggesting should change? Move it into the keystone/ directory?
