Killing gnome-screensaver prevents this problem, but on reboot, I have to remember to kill it again. Also the user status icon keeps changing to away when the display dims. But after killing gnome-screensaver, the user status icon still keeps changing.

gnome-screensaver process starts again with the command "gnome-screensaver --no-daemon" and the parent process pid is 1 :-(

The same problem here with Ubuntu 11.10 beta 2 64 bit on a desktop PC without any battery. The "Dim option" is no longer available in System Settings -> Screen. A monitor is dimmed immediately when the PC becomes inactive. Setting turn off after 1 hour helps a bit.
