Display automatically dims in few seconds of inactivity to a black screen making the desktop unusable

Bug Description
I have suspend and dim display brightness turned off when plugged in, but still laptop dims the brightness to 0 after a couple of seconds of inactivity. This makes the desktop totally unusable.

Killing gnome-screensaver prevents this problem, but on reboot, I have to remember to kill it again. Also the user status icon keeps changing to away when the display dims. But after killing gnome-screensaver, the user status icon still keeps changing.
