Using application-menu in VLC causes all Titlebars to vanish

Bug Description

Here's a screenshot of how VLC looks without a Titlebar (http://i.imgur.com/g3EGG.png)

When using VLC, often when the user attempts to open something from the application-menu (for example, Tools > Preferences), then not only does the preferences menu fail to open but all application titlebars disappear. That is, the VLC titlebar disappears yet the rest of the application is visible. And if I open another application (for example, Terminal or Firefox) then this application will also open without a Titlebar.

However, if I use Alt+F10 then the titlebar-less application will maximize and window controls will appear in the panel.
If I then close all instances of VLC and reopen the application, then the application-menu will sometimes work. I can get it to open Preferences, for example. But nothing I open has a Titlebar.
