Regression: System suspends on AC power despite ''Don't suspend" setting

Bug Description
After upgrading from 11.10 beta 2 to the latest updates, my laptop has started to suspend automatically when it is on AC power with the lid open. This is incorrect according to my Power settings:
The power control panel matrix is:
suspend when inactive: 30mins Don't suspend
When the lid is closed: Suspend Suspend
When power is critically low ---
(battery power is the first column, AC power is the second column)
