IBM mouse scroll wheel too sensitive and horizonal scroll does not work

I purchased this mouse a year ago.

It is an IBM mouse but it does not have a scroll wheel it has a nub which should control both
horizontal and vertical movement. The vertical works but it is far to sensitive to use. The horizontal has never worked. I would appreciate it if someone could help me look into this.
