unable to relaunch a minimized window from launcher until another window is launched

unable to relaunch a minimized window from launcher until another window is launched. For example when a firefox window is minmized to launcher clicking on firefox button again should relaunch the firefox window, but its not working as expected until the focus left from the firefox button by launching another application or by just clicking in desktop.

I try this:

1) minimise firefox
2) clic on firefox icon in unity launch bar --> nothing
3) click on another program window
4) clic on firefox icon in unity launch bar --> firefox window appears

normally, when you click on an icon in the unity launch panel, the program should have the focus and apperas.
