unity launcher right-click menus are inaccessible

Bug Description
Imagine I want to open chromium browser in incognito mode immediately after I start ubuntu. The first time I right-click on the chromium icon (which I have put in the unity launcher), I can see the menu with "Open a New Window, Open a New Window in incognito mode, Keep in launcher etc." but the menu entries are not accessible, i.e. they don't get highlighted when I put mouse over them, and I cannot click on them.
In this situation, I have to first click on somewhere (e.g. on the top panel) to get rid of the menu, then do right-click again on the chromium icon.
To reproduce, first put chromium on the launcher (if you haven't already), then restart ubuntu. After ubuntu starts, before doing anything else, just right-click on the chromium icon and see if the menu entries work.
