armel cloud-images fail to startup fully with nova-compute on armel

Tested with beta1 and beta2 armel cloud images.

ARM pandaboard running nova-compute/nova-network/nova-compute-lxc
x86 server running nova-api/-scheduler/rabbit/mysql etc..
