Can't open file browser if long-running copy is the only window open

Bug Description
I am copying a large number of files, and the copy dialog is showing. If I close all browser windows, then clicking the file browser icon in the panel raises the copy dialog to the front. There doesn't seem to be a way to open a file browser window when just the copy window has focus.
Right clicking on the icon and selecting "Home folder" only appears to work some of the time.
