trac redirects from https to http all the time, stop it

Bug Description

twistedmatrix.com now has a totally valid HTTPS certificate. but if I go to "https://twistedmatrix.com/", I get redirected to "http://twistedmatrix.com/trac". If I go to https://twistedmatrix.com/trac/ and then log in, I get logged in and then dumped back on http://twistedmatrix.com/trac. Finally if, while logged in, I go to https://twistedmatrix.com/trac/, the 'https' stays but I don't get the browser lock because of copious mixed-content warnings. We should fix this so that you can use trac cleanly over TLS.

A possibly useful trick: http://www.paulirish.com/2010/the-protocol-relative-url/

(Although maybe we can just hard-code 'https' for all our off-site stuff; browsers won't alert about that if the main page is http, right?)
