Many 64 bit programs don't work on Ubuntu 64 bit

Bug Description
Many 64 bit programs don't work on Ubuntu 64 bit. Wine, skype, android sdk doesn't find executable, while 32 bit versions just work. Examples:
for wine
$ wine
bash: /usr/bin/wine: No such file or directory
$ whereis wine
wine: /usr/bin/wine /usr/share/wine /usr/share/
for Android sdk
$ ls
aapt aidl dx llvm-rs-cc llvm-rs-cc.txt source.properties
adb dexdump lib llvm-rs-cc-2 NOTICE.txt
$ ./adb
bash: ./adb: No such file or directory
for skype
$ skype
bash: /usr/bin/skype: No such file or directory
$ whereis skype
skype: /usr/bin/skype /usr/share/skype
I think many others programs have the same problem.
