Bug Description

http://twistedmatrix.com:12435/ is a little-known hack. If it were in the regular resource hierarchy it would also be accessible over HTTPS, which would be nice for the "pull down a patch and apply it and run the tests" use-case; we already have security around getting the code into the branch, it would be nice to have some for the convenience of external reviewers around getting it out.

Also we should link to it somewhere.

I suggest: twistedmatrix.com/review-diff/ - but really anywhere would be fine.
