"bzr tags -d git://" does not work

Bug Description
It is currently not possible to list the tags in a remote git repository because bzr tries to look up revision numbers in the revision graph, which is inaccessible for git repositories.
If revision numbers are not available, we should still display the tags (and potentially the revision ids, if --show-ids is used).
