vlc crashes and the PC becomes unusable with lots of disk activity when trying to access Preferences

Bug Description

When trying to access the Preferences dialog on VLC, it opens a empty window showing only the decorators and the PC becomes unusable with lots of disk activity. Only killing the session or resetting the PC can stop this activity.
Other functions like playing videos appear to work fine.
