Cannot access application menu via keyboard

Bug Description
Applications menu cannot be accessed via the keyboad anymore (apart when using F10). Menus can usually be accessed by pressing the alt key together with another key to activate one of the menu entry. E.g. in Nautilus, alt + f opens the file menu, while alt + e opens the edit menu. Note that this seems to be working on some application (Firefox, Banshee), but not others (Nautilus, Gedit, Terminal, Gitg, ...) Case:
- launch application (say Nautilus);
- ensure application has focus;
- press alt + f.
Expected result: the file menu opens in the top bar.
Actual result: while the menu appears upon pressing alt and the shortcut letters are underlined, no menu opens.
