Alt cannot be used to navigate to items in the Global Menu

Pressing the Alt key, or pressing a letter key while holding down the Alt key, no longer selects items in the Global Menu.

For example, in Gedit, pressing Alt+F should open the File menu, but it currently appears to have no effect.
