Bug Description

Comparing the tabulate_tensor with and without quadrature points for interior_facet_integral, it seems that some arguments are missing. Shouldn't there be two cells, some information about facets and two sets of reference quadrature points and weights?

UFC is a bit out of shape at the moment. There have been rushed additions to it close to releases. We should look over all of UFC before the next release.
