Bug Description
a user with hr officer acces must be able to read records of all employees. It means that he can have access to timesheet lines, leaves and allocation requests, expenses, attendences, leave summary of all other user in order to validate some documents.

Hello,
Currently the hr officer can seen only hid department's leave request, expenses,attendance and TS lines because the record rule set on this group.
According to this improvement hr officer can seen as well as validate the all users records(leave request, expenses,attendance and TS lines).
