Bug Description
When trying to use the Inkscape XML Editor the overlay scrollbars support creates a 1-pixel high scrollbar that is impossible to use. The orange indicator (also 1-pixel high) can just be seen aswell, but isn't really indicative of much useful.
Ideally the overlay scrollbar support could have a minimum-height sanity check.
