For example i always use only one language to drop language list from boot menu. I do not know exactly if this affects that but i always clean all other languages from system and from boot menu list.

I would actually propose to keep the customization feature...

However, I do agree it would be prudent to have them all activated by default, so it's effectively a no-op compared to the original Ubuntu ISOs.
