Cannot disable the monitor turn off option in the screen settings

Bug Description
The monitor turn off option cannot be disabled in 11.10 when using System Settings -> Screen. You can only set the option to go from 1 minute to 1 hour. This is clearly a bug as there needs to be a disable switch or never option in the drop down.
