rubberband does not work with vias

If the end point of a segment is a via, this via does not move when the segment is moved and rubberband mode is on.
To reproduce:

1) Load the attached layout file in pcb

2) drag the horizontal segment with the mouse
The right node of the segment will induce a rubberband move of the right vertical segment. However, the left node will disconnect from the via and also from the left vertical track.

Proposed solution: Rubberband heuristics should check for vias and track segments connected to them
