Bug Description

1. Open a text editor and maximise it.
2. Open a web browser and maximise it.
3. Minimise the web browser.
4. Observe that it is possible to type into the text editor (i.e. it has keyboard focus), but that it is not possible to select text or click toolbar items with the mouse.
