[panel] libreoffice opened maximised has no title bar

Bug Description
Using unity-2d 4.8.0-0ubuntu1 in Oneiric Beta if I open LibreOffice writer or calc with an already maximised window then the LibreOffice window title bar does not appear in the top panel, so no close, minimise, maximise buttons.
The problem is not seen on Unity-3D.
