Bug Description

Dhcp leases are stored in memory by dnsmasq. When an instance is terminated it doesn't always send a dhcp_release packet so the lease is still stored in the internal lease db. It is only removed when the dhcp lease exipres. In other words, you can't re-use an ip address for a new instance unless you are willing to wait up to --dhcp_lease_time seconds.
