nanny does not prevent user Usage

Bug Description
After upgrade to 11.04 the nanny Program does not prevent the Usage Time of a User. Means my kids don't kicked out after maybe a hour. Also it's courious that the nanny Program lost the userinformation ( if you open the admin-console you see the first time all users, but after a reboot only the admin user is left !)
