Please remove ubuntu-qa-tools from the archive

Bug Description

The ubuntu-qa-tools package in Ubuntu is quite far behind the bzr branch and not all the tools in the package at its current version work. Additionally, we (the upstream ubuntu qa tools developers) aren't certain there is much value in actually having it packaged. Subsequently, we'd like to have it removed from the archive for Oneiric.
