"Authenticate" can be kept in launcher but does nothing

Bug Description

unity 4.14.2-0ubuntu2, Ubuntu 11.10 beta 1

1. Launch something that requires authentication, e.g. Synaptic.
2. When the "Authenticate" dialog appears, right-click on the Authenticate item in the launcher.
3. Choose "Keep in Launcher".
4. Finish authenticating, and close Synaptic.
5. Click the Authenticate button in the launcher.

What happens: The button throbs for a while but nothing happens.

What should happen: either
1. there is no launcher, or
2. the Authenticate diaog does not appear as an item in the launcher, or
3. it does appear in the launcher, but does not have a "Keep in Launcher" quicklist item.

I am not sure which package the authentication dialog is in but I believe the authentication window needs to add a flag to skip launcher (no sure on the exact term)

Note that this bug does not happen in Unity 2D. The Authenticate Launcher icon's quicklist does not show a "Lock to Launcher" option.

As part of the big bug review for 16.04 LTS, I have tested this on 15.10 and the bug is still there.
