Eucalyptus slow to startup with broken connections to :8443/register

Bug Description

Whilst trying to confirm that euca does now startup on oneiric I came across this issue.

Upstart configuration eucalyptus-cloud polls http://hostname:8443/register to detect when eucalyptus has started. This fails silently for some time >= 5 mins.

Manually running the command either remotely or locally has the same results - curl reveal a little more:

I was eventually able to get a web browser open and perform the initial registration - but it took along time and I still see the error above.

Oddly I seem to have more success once I managed to get a connection over port 8443 using a natty client (via schroot)

Any chance you can shed some light on the symptoms described in this bug report?

Bug 851611 appears to be the same issue - it looks like certain clients (including wget which is used in the upstart scripts and euca_conf) are unable to negotiate SSL connections with the CLC.

Help much appreciated.
