GDM doesn't restart after logout/switch user

Bug Description

Whenever X11 is restarted, whether by logging out or switching users in GNOME or by Ctrl+Alt+Backspace, GDM does not restart and the machine sits at a black screen. Ctrl+Alt+F3 does not switch to a new VT.

I tested the workaround for bug #441653 and it did not work, leading me to believe this is a separate bug

Same on Ubuntu 13.10

i have CTRL+F2 to run in the terminal session

sudo service gdm restart
