Tooltip in queued PPA build should include wait time

Bug Description
When I upload a package to a PPA, and look at the package details, I get a nice display when a package is waiting to build, e.g.:

well, that's a horrible text rendering of what you really see, but you get the idea. Anyway, in the above, the amd64 and i386 builds are waiting in the queue, which is fine. When I click on those links, I get a build page that tells me how long LP expects before it starts building the package. However, when you hover over the links, you get a tooltip that just says "There are some builds waiting to be built" which isn't very helpful. What would be nicer is if the tooltip said "Start in 11 minutes. Build score 2505" so I don't have to click on the link to get some high value information.
