Bug Description

rev1559 moved nova/tests/public_key/ => nova/tests/api/ec2/public_key/
but did not update MANIFEST.in to match. The tarball is missing files as a result:

+nova/tests/api/ec2/public_key/
+nova/tests/api/ec2/public_key/dummy.fingerprint
+nova/tests/api/ec2/public_key/dummy.pub
