lock screen panel button does nothing when screensaver not running

Bug Description

I have a fairly new installation of feisty.

I just dragged the 'lock screen' button from the 'add to panel' window onto a panel. Clicking it does not lock the screen, though choosing 'properties' does show the screensaver preferences.

From the command line I get

kapu% gnome-screensaver-command --lock
** Message: Screensaver is not running!

shouldn't the panel widget show an error or start the screensaver, rather than dumb insolence?

  * debian/patches/13_smoother_fading.patch:

      and fix incorrect colors being used (Ubuntu: #12389)
