File Versioning Should Not Be Available at the Office Level

Bug Description
Paul mentioned that File Versioning should not be available at the Office level because "very bad things would happen." I don't know what that means, but I do know that File History button is available at the Office Level and that versioning seems to be working. If File Versioning on the office level is back, however, then it needs to be disabled. Trash on the office level is not working. If you delete something you can't find it in the trash. If versioning shouldn't be available on offices then we need to remove it.
