Graphical arc should support start/end in degrees + radius

Bug Description

I'm trying to add routing arcs for a panelized design.

I can change the center in Cartesian coordinates, which is good. But I'm required to enter the start/end points of the arc in Cartesian coordinates as well. That is very cumbersome and needs a calculator.

It would be a great simplification for the user if one could enter these values directly:

* center point (DONE)
* radius
* start in degrees
* end in degrees

I think that is a must.

being able to change the arc-width in the same dialog would be very nice as well.

I finally figured out that I could do a proxy for setting the radius by starting the arc on the x-axis (so centre-x + radius == start-x), and then using Move Exactly to rotate the arc so the start point is where it needs to be.

Hardly ideal, but a work-around until we have something better....

I've fixed that in my private branch: https://github.com/twlostow/kicad-dev/tree/tom-improved-outline-edit-rebase.

It's currently in quite messy state (although the arc/line properties dialogs are pretty much done).

We also need to add another point to the arc so that neither end-point edits the radius, but a third point in the middle of the arc outline does.
