Take Away History Button on File Section Top Level

Bug Description
We should take away the History button on the top level (front page) of the community Files tab. The Trash link makes sense because things could be deleted that you can't access from elsewhere and want to retrieve them, but as far as I can tell there is no reason to have the History button available on the top level of the Files tab since there is no need to have a history of the tab itself. If anyone can think of a reason why the History option is needed here, please chime in.

I went ahead and removed 'History' button from all folders, not just the root folder, because it makes just as little sense on those.
