Related to bug #848115. Even dash appears in the background due to desktop getting focus even when there are active unminimized windows on top

I can recreate this bug thusly:

1. Right-Click on a folder, and click properties.
2. press alt-tab.

From then on, alt-tab will appear in the background but keep working, as described in the bug report.

I just had this happen to me after un-docking and then re-docking my laptop. When docked, it's connected to two monitors (laptop screen not used), and when not docked, it reverts to just the laptop screen. Had to restart the OS (Ubuntu 14.04 64-bit) to get the alt-tab menu and the unity bar out from behind every window and back to the front.

Hope this helps!

This affects 16.04 as well, at least on a dual-monitor setup. Closing all windows on the affected monitor seems to fix the problem, but then if you alt-tab to a window on another monitor the switcher seems to again get behind all windows.

I'm also affected by this sometimes. I'm using a laptop without external monitor and Ubuntu 16.04.

Also when the bug is present, besides ALT+Tab switcher being under other windows, I noticed that cursor pointers don't show correctly. For example, in a window border, the mouse pointer should get a different icon, like =>| but it doesn't. It is always the default pointer.

I can confirm that minimizing all windows seems to fix the problem, both for Alt+Tab and mouse cursor icons.

Laptop with dock with monitor. Got this at some point.
16.04 LTS everything up2date.

Minimizing all windows fixes this. Thanks for the solution.
