instance rebooting is currently broken in trunk due to bugs in compute.ap and the libvirt driver:

* In compute.api.reboot, _cast_compute_message is called with incorrect parameters. This prevents the reboot cast from ever reaching the compute host

* in libvirt/connection.py, reboot is missing the reboot_type parameter, which causes a method signature error once the above issue is fixed
