Please sync pidgin-microblog 0.3.0-3 (universe) from Debian unstable (main)

Explanation of FeatureFreeze exception:
Change needed for FFe is adding the -dbg package. Reason I think we should sync is the watch file being fixed.

Since we already have a -dbgsym package available is a -dbg much benefit? Also, what are the build system changes that caused the dh version requirement to change?

Unless they are very minimal, I'm not sure the risk/benefit trade off is there for this package.
