Stable release 1.1.1 does not work on bzr 2.4 – 2.4.1

Bug Description

Issuing ‘bzr plugins’ on bzr 2.4.1 (In this case backported to Fedora 15, but 2.4.1 will be in Fedora 16) results in following error:

pipeline (failed to load)
  ** Unable to load plugin 'pipeline'. It requested API version (2, 3, 0) of module <module 'bzrlib' from '/usr/lib64/python2.7/site-packages/bzrlib/__init__.pyc'> but the minimum exported version is (2, 4, 0), and the maximum is (2, 4, 1)

Solution: Backport revision 202 (“Use tweaked bzrtools-style versioning”) from dev to stable and tag release 1.1.1.

Unless there’s some dependency on 187‥202 or 1.1.1 won’t work with 2.4, backporting r202 should make it possible to use stable release on bzr 2.4.1.

I don't plan to support 1.1.1 going forward.
