Bug Description
In Marlin and Scratch (so far), the Preferences menu item cannot be placed at the bottom of the menu, above About, as Daniel required.

Granite doesn't control this one way or the other, right now. The API just doesn't enforce it. Make it do so is definitely up for discussion, but it's not a question of reordering -- it's about changing the API.
So atm, marlin and scratch need to do the Right Thing (tm) themselves.
