Bug Description
It might be nice if bzr serve could run paramiko as an ssh server around the smart server. This would be easier on people on windows were installing a server and making sure it can find the right copy of Bazaar would be complicated. The user would have to configure a list of acceptable keys.

This is my number one feature request.
Windows unfortunately does not provide an SSH server out of the box. Some free SSH servers for windows, like freesshd, openssh for windows are buggy, crash and are in general of poor quality, or further development has stopped. Commercial SSH servers for windows are a around $1000 and up.
