upgrades from oneiric beta-1 installs missing multiarch support

Bug Description

I did a fresh install of Kubuntu 11.10 Beta 1 from the Alternate installer CD using the AMD64 architecture..

When I tried to install flash it failed. Installing flashplugin-nonfree or flashplugin-installer gave the following errors:

The more that I look at this is appears that the flashplugin-downloader is missing....

Just as a test I pulled down the flash 11 RC1 (version 11.0.r1.129) from http://labs.adobe.com/technologies/flashplatformruntimes/flashplayer11/

It also has a dependency on libkutils4

I am also on 11.10 beta 1, and64 architecture, with the same problem.

(and when installing from the software center, it fails silently...)

Beta 1 was meant to enable multiarch automatically for new installs and upgrades, but a bug prevented this from happening for new installs. We should fix this up by having dpkg take ownership of this file.

This bug was fixed in the package dpkg - 1.16.0.3ubuntu4

dpkg (1.16.0.3ubuntu4) oneiric; urgency=low

  * Add /etc/dpkg/dpkg.cfg.d/multiarch as a conffile on amd64, so that users
    are guaranteed to always have it after upgrade even if they don't use
    update-manager for the upgrade itself. Also fixes up the problem of
    systems installed at 11.10 beta 1 missing the file due to an installer
    bug. LP: #846451.
