Right-click on apps in launcher won't allow using context menu

Bug Description

This seems to happen randomly: When right clicking on an application icon in the Unity launcher, it sometimes does not allow me to choose the options available - the white highlight is simply not working, and left clicking on those options doesn't do anything. Only workaround is to right-click again on the app icon.
