Bug Description

There's only applications and places menu in gnome-session-fallback panel. The applications from system menu are put into applications menu into folder "other".

I am a screen reader user, and full confirm with Michael wrote.
I only possible to use GNOME3 fallback session after I customized my Panel lookup.
I removed my top panel, and create a new panel. After this I add the new panel with I wanted applets, and add the main menu applet.
I doed this, because factory level missing the fallback session with the system menue, with for example containing the Shut down, Log out, and other importanter menu items if I press ALT+F1 key combination.
So, because the system main menu is missing, only using keyboard impossible to shutdown the system with traditional way.
After I doed the described modifications, I get an one column drowdowned menu if I press ALT+F1 key combination, and I access all important informations only with keyboard usage.
This is important for example with screen reader users, visual impaired users not using the mouse.
The traditional three main menu containing GNOME2 lookup menu system is better, because my modified dropdowned menue the screen reader not spokening the first awailable menu item if I press ALT+F1 key combination, but this modified lookup better with factory two menue containing mode.

An another interesting problem, with I don't no already resolved or not:
Prewious I think the ALT+F1 and ALT+F2 key combinations default are unsetted (present panel menue and present run application dialog) with the GNOME3 fallback session. This is valid the final release?
I don't no this, because I am saved my custom settings after I added this shortcuts my system.

I am not full sure this, but perhaps this bug not a gnome-menus package related bug?
I downloaded the gnome-menus package source from my Oneiric system, and missing the package source tree the Settings and Settings-System related important files.
