After first login there's no launcher and top bar

Bug Description
Each time after the boot when I login first time launcher and top bar (with my name, time, sound icon etc.) don't appear. Instead I see desktop icons and Nautilus' menu. Shortcuts (such as Ctrl+Alt+T) don't work. And the only thing I can do is press Ctrl+Alt+Del, press Log Out and then login again. On second login everything works fine.
